판문점 선언 이후 주한미군의 지위와 성격에 대한 논의가 한국 내에서 활발해지고 있습니다. 휴전협정이 평화협정으로 전환되면 6.25 한국전쟁이 끝난다는 것을 의미해 주한미군의 명분이 사라진다는 논리인데요. 그러나 미국의 군사전문가들은 주한미군의 법적 근거는 미한상호방위조약이라며, 한반도 안보 상황을 고려한 두 나라의 결정에 달렸다고 지적했습니다. 안소영 기자가 취재했습니다.
데이비드 맥스웰 한미연구소(ICAS) 선임연구원은 평화협정 체결이 주한미군의 자동적인 철수로 이어지는 것이 아니라고 지적했습니다.
[녹취: 맬스웰 부소장]“Peace agreement between North and South Korea doesn’t automatically mean that the US forces should be leave the peninsula, that’s really based up on US and South Korean government and on assessment of security situation. And Some people argue that there’s no longer need for US forces there, but if South government and US government determine that there are potential security threat that requires presence of US forces, then South Korea and US will maintain that relationship and US force’s presence.”
주한미군 특수작전 사령부 대령 출신인 맥스웰 연구원은 1일 VOA와의 전화 통화에서 주한미군은 평화협정과는 별개 사안으로, 미-한 정부의 결정과 안보 상황 분석에 달려있다고 설명했습니다.
미국과 한국이 미군 주둔을 필요로 하는 잠재적 안보 위협이 있다고 판단할 경우 두 나라는 주한미군을 그대로 유지하게 된다는 겁니다.
이는 평화협정이 체결되면 주한미군의 정당성을 찾기 어려울 것이라는 일각의 주장을 일축한 것입니다.
맥스웰 연구원은 종전 이후에도 미군이 계속 주둔하고 있는 세계 여러 나라의 사례를 들었습니다.
[녹취: 맥스웰 소장]“You have to look at other situations around the world. What has happened in Europe, we withdrew down the US forces in Europe, and now because of changing security situation, we had to redeploy forces to Europe, we also have Japan, we have forces stay in Japan.”
1951년 체결된 ‘샌프란시스코 강화조약’과 ‘미-일 안보조약’ 이후 미군은 계속 일본에 머물러 왔고, 유럽에는 안보 상황의 변화로 미군이 재배치됐다는 지적입니다.
앞서 지난 달 4일, 미국은 냉전이 끝난 뒤 처음으로 러시아의 위협이 다시 점증함에 따라 독일 중부 안스바흐에 방공포병여단을 배치했습니다.
브르스 클링너 해리티지재단 선임연구원 역시 주한미군 문제를 평화협정과 무관한 사안으로 규정했습니다.
[녹취: 클링너 연구원]”Even if there was a peace treaty signed, that may remove the legal basis for United Nations command but it doesn't address at all the combined forces command or U.S. forces Korea because those are both in existence not because of the armistice or the Korean War but because of the mutual defense treaty between Washington and Seoul. So even a peace treaty doesn't lead to an automatic withrawal of U.S. forces”
평화협정이 체결되면 법적으로 유엔사령부의 임무가 종료되는 것은 맞지만, 주한미군은 정전협정이 아닌 ‘미한상호방위조약’에 따른 것인 만큼, ‘자동 철수’로 이어지는 것은 아니라는 설명입니다.
제임스 서먼 전 주한미군사령관은 ‘판문점 선언’에 합의한 북한의 확실한 속내를 알 수 없는 상황에서 주한미군을 철수시켜선 안 된다고 밝혔습니다.
[녹취: 서먼 전 사령관]”Right now I don’t have a degree of assurance from the North Koreans that they are actually going to follow through, we have to really keep up on our options open. I would not withdraw troops at this stage of the games. I think it is too early to tell about withdrawing US troops until we see what the real situation is going to be. It has to be verifiable, we got to verify, we just can’t take somebody’s words for it.””
지난 2011년부터 2013년까지 주한미군사령관과 유엔군사령관, 미한연합사령관을 겸한 서먼 사령관은 북한의 비핵화 의지를 확실히 검증하기 전에 주한미군 철수를 논하는 것은 시기상조라면서 지금으로서는 모든 옵션을 열어둬야 한다고 말했습니다. 미군 철수 문제는 ‘판문점 선언’에 명시된 북한의 말만을 토대로 결정할 사안이 아니라는 겁니다.
그러면서도 한반도의 전쟁을 종식하려는 미 정부의 접근은 높이 평가했습니다.
[서먼 전 사령관]”I think US’s approach is right we do need to end of war over there because we are still on an armistice after 65 years. I think it is a positive move and I am optimistic about it but also skeptical, because we have been promised many times, but North Koreans never fall through, we got to understand sincerity of North Koreans.”
서먼 전 사령관은 지난 65년간 이어져온 휴전 상황을 종전으로 전환할 필요가 있다는 측면에서는 긍정적이지만, 과거 여러 차례 약속을 어겨온 북한의 진정성 여부에 대해선 회의적이라고 진단했습니다.
마이클 오헨론 브르킹스 연구소 선임연구원은 평화협정을 상대국의 존재를 인정하는 상징적, 심리적 수단으로 평가하면서, 이것이 전쟁 없는 영구적 평화까지 보장하는 것은 아니라고 지적했습니다.
따라서 북한의 비핵화 없이 주한미군 철수를 논하는 것은 적절하지 않다는 겁니다.
[녹취: 오헨론 연구원] “The implication is they recognize each other’s right to exist, and therefore one would hope that reduce the chance of war and that’s why I support for a peace treaty, because at least symbolically, at least psychologically it moves two Koreas towards excepting each other, but it doesn’t guaranteed.Ultimately South Korea has to choose how long it wants to keep US forces on the peninsula, but South Koreans also need to understand that if we leave, and if they ask us to leave, we may not return in the event of crisis or conflict because we have done that before, we already had fought in Korean War and that was not good situation for the US.”
오핸론 연구원은 주한 미군이 얼마나 더 오래 주둔할 지는 한국 정부의 결정에 달렸다고 말했습니다.
그러면서 만약 한국이 미군의 철수를 요구하면 미군은 떠날 것이고, 이후 한반도에서 충돌이 발생할 경우 미군이 되돌아가지 않을 수 있다는 점을 인지해야 한다고 강조했습니다.
오핸론 연구원은 한국전쟁 참전으로 어려움을 겪었던 미군이 다시 그 길을 택할지는 미지수라고 밝혔습니다.
