As my time comes to a close after two and a half years as the Commanding General of the United Nations Command, Combined Forces Command, and United States Forces Korea, I am reminded of why I accepted the call to serve in these roles.

The Alliance between the Republic of Korea and United States is critically important to maintaining peace and security in Northeast Asia and contributes to the shared security and economic prosperity of our two nations.

Visible manifestation of this began with the 2018 Olympic Winter Games in Pyeongchang. The games served as the prelude of the thawing of winter into spring and were the first significant sign of the green shoots marking a new season of relations with the North.

I know the strength of the Alliance because I have witnessed it firsthand throughout my tenure as Commander and across the many challenges we faced together during that time. While tensions escalated throughout the difficult days of 2017, the Alliance responded to each successive North Korean provocation with a series of combined, disciplined, and full-spectrum military actions that communicated a clear, unequivocal signal - this is not the South Korea of 1950, and the Alliance will not falter.

This message has been amplified with conviction by both nations toward ongoing support and strengthening of the Alliance. The United States Government has approved a significant increase in military spending for fiscal year 2019. Additional resources will contribute to necessary recapitalization, the reinvigoration of our naval forces, and key investments toward missile defense.

The Republic of Korea Government has also committed to significant spending increase targeting modernization, reform, and improved missile defense. President Moon’s 2019 defense budget is notable because it further demonstrates the Republic of Korea’s commitment to spending well above the 2% of GDP the U.S. and its allies have set as the common benchmark. Infact, there is no ally of the United States so committed to investing in their own defense as the Republic of Korea.

Both nations have also demonstrated the political will necessary to ensuring the Alliance stands firm against threat and provocation. Additionally, the international community significantly increased and empowered the existing sanctions regime against North Korea. The resulting maximum pressure campaign has acted as the foundation for the diplomatic efforts under way in 2018.

I believe the Alliance has three choices concerning this change: to remain mired in the status quo and so miss the change as it happens around us; to embrace the change; or, to lead the change. Leading requires a willingness to look beyond this moment and envision our possible future. We must be willing to take risk when it is sufficiently wedded to opportunity. We must acknowledge that change is a certainty, but our response represents a choice. Presently, the Alliance is leading and I’m confident it will continue to do so.

As I previously stated, I serve three roles as the Senior United States Military Officer Assigned to Korea, each of them critical to the Alliance’s success and future. United States Force Korea and the United Nations Command represent two of the three hats I have proudly worn during my time in Korea, and are equally important to the diplomatic process going forward.

The United Nations Command, once the warfighter, is now the home for international commitments, the enforcer of the Armistice Agreement, and the enabler of the ongoing diplomatic efforts. The UNC has always stood in support of negotiation and diplomacy and has proven invaluable to the momentum and tension reduction measures developed through the three Inter-Korean summits.
ÇöÀç ¿ª»çÀûÀÎ Æǹ®Á¡¼±¾ð¿¡ ´ã±ä ±º»çºÐ¾ßÀÇ ½Å·Ú ±¸Ãà ¹æ¾ÈµéÀº ¹Ì±¹ÀÇ ÁöÁö¿Í µ¿ÀÇ, ±×¸®°í À¯¿£±º»ç·ÉºÎÀÇ Á÷Á¢ÀûÀÌ°í À̸¦ Áö¿øÇÏ´Â Á¶Ä¡µé°ú ÇÔ²² ÁøÇàµÇ°í ÀÖ½À´Ï´Ù.
Today, confidence building measures specified in the Historic Panmunjom Declaration in the Military Domain are underway with the support and agreement of the United States and the direct, enabling actions of the United Nations Command.

These confidence building measures include the demining of the Joint Security Area and other sections of the Demilitarized Zone and plans for the next phase of recovery and repatriation of the fallen.

Demining operations by engineers from the South and North are ongoing and are working to make the Joint Security Area a safer and more stable place for both future negotiations and the increased tourism desired by both nations. Additionally, demining operations in other areas sets the conditions for recovery operations to follow.
